The Emerging Reality of Ageing
India is at the cusp of a demographic transition that is both unprecedented and irreversible. The steady increase in life expectancy, combined with a declining fertility rate, is resulting in a growing proportion of elderly citizens. As per projections, by 2050, nearly 20% of the Indian population will be over the age of 60, amounting to over 347 million individuals. This demographic shift brings forth complex challenges related to healthcare, social security, caregiving, economic dependency, mental health, and infrastructure accessibility.
At the same time, this transition opens up opportunities to reimagine ageing. Older persons bring a wealth of experience, knowledge, and cultural depth that can be harnessed to enrich communities and contribute to social and economic development. To realise this potential, it is essential to create systems that support ageing with dignity, security, and purpose.

About the Conference
The National Conference on Ageing in India: Emerging Realities, Evolving Responses, Organised by Sankala Foundation, is a timely and significant effort to address this urgent need. The conference is designed as a multidisciplinary platform to explore how India can respond to its ageing population with innovation, inclusivity, and compassion.
Bringing together thought leaders from government, academia, civil society, healthcare, and the private sector, the conference aims to foster a holistic understanding of ageing-related issues and highlight practical, scalable solutions.
Conference Objectives
To reframe ageing as an opportunity by highlighting the socio-economic and cultural contributions of older persons, and promoting active and healthy ageing models.
To explore innovative programmes and policies in practice across countries and states that reimagine elderly roles in society and foster
age-inclusivity.
To facilitate dialogue amongst diverse stakeholders, including government bodies, private sector, academia and civil society, to develop age-inclusive initiatives.

Justice V Ramasubramanian
The National Human Rights Commission is dedicated to the rights and welfare of the elderly population. NHRC has held serious consultations with diverse stakeholders to uncover the challenges faced by this population group and deliberate on the policy actions required. As we move forward, the country must strive for a more inclusive future for our elderly who are integral to the society.
A distinguished jurist and prolific writer, Justice Ramasubramanian has served as Judge of the Supreme Court of India (2019–2023), Chief Justice of Himachal Pradesh (2019), and Judge of the Madras High Court and High Court of Judicature at Hyderabad (2006 & 2016).
With 102 authored Supreme Court judgments and landmark rulings in areas ranging from digital evidence to cryptocurrency regulation and constitutional rights, his judicial career reflects a deep commitment to justice, liberty, and human dignity.
Beyond the bench, Justice Ramasubramanian is a celebrated Tamil scholar, columnist, and author, with a passion for language, literature, and the philosophy of law. His insights on governance, rights, and inclusive progress will set the tone for this critical dialogue on ageing in India.

Amitabh Kant did his schooling from Modern School, Delhi, graduation in Economics (Hons) from St. Stephens, Delhi University and M.A from Jawaharlal Nehru University. He is a Chevening Scholar. He has also undertaken a mid-term course with John F. Kennedy School of Government, Harvard University and Indian Institute of Management (IIM), Ahmedabad.

Ms Preeti Sudan
Ms Sudan was instrumental in launching two of India’s landmark flagship programmes – Beti Bachao Beti Padhao and Ayushman Bharat. Her contributions extend to key health reforms, including the enactment of legislation for the National Medical Commission, the Allied Health Professionals Commission, and the ban on e-cigarettes.
Her international engagements are equally noteworthy. Ms Sudan has served as a Consultant with The World Bank, Chair of COP-8 of the WHO Framework Convention on Tobacco Control, Vice Chair of the Partnership for Maternal, Newborn and Child Health, Chair of the Global Digital Health Partnership (GDHP), and as a member of the World Health Organization’s Independent Panel for Pandemic Preparedness and Response.
She holds an M.Phil. in Economics and an M.Sc. in Social Policy and Planning from. The London School of Economics and Political Science (LSE).

Mr Amit Yadav

Mr Jaydeep Biswas
With over two decades of experience across India, the UK, Nepal, and Ethiopia, he has worked at the intersection of governance reform and institutional capacity-building. At the UK’s Department for International Development (DFID), he served as Governance Adviser (First Secretary) and Senior Governance Adviser in multiple contexts, playing a pivotal role in civil service reform with India’s Department of Personnel and Training (DoPT) and the World Bank. He helped conceptualise key platforms, including the Centre for Good Governance, DAKSHIN at RIS, and the Centre for New Economic Diplomacy at ORF. Internationally, he led a multi-donor governance initiative in Nepal, mobilising over USD 1 billion with 14 development partners, and advised Ethiopia’s State Minister of Finance on public sector reform. Jay holds a BSc in Physics, an MA in Rural Management (XISS), and an MA in Governance from IDS, University of Sussex, as a Chevening Scholar. He has also completed executive programs at LSE, the World Bank–Annenberg School for Strategic Communication, and the Chartered Institute of Personnel and Development (UK).
Beyond work, Jay brings a lifelong curiosity for art, history, Vedic literature, music, physics, and public policy, interests that continue to shape his worldview and cross-disciplinary approach to change.

Dr Arun S Nair
At present, he holds significant positions in the Government of Kerala: Director of the Social Justice Department, Executive Director of the Kerala Social Security Mission, and Commissioner for Entrance Examinations. These roles place him at the forefront of policy implementation and service delivery in areas ranging from higher education to social welfare. His current focus includes overseeing welfare schemes for the elderly, persons with disabilities, transgender individuals, and other vulnerable sections of society, reflecting his commitment to inclusive and responsive governance.

Mr Amarjeet Sinha

Mr Lim Sang Woo
Prior to coming to India, Mr. Lim served as Director-General of North American Affairs Bureau of the Ministry of Foreign Affairs. He also served concurrently as the Coordinator for the Indo-Pacific Strategy Task Force, which was in charge of drafting Korea’s Indo-Pacific Strategy Mr. Lim began his career as a Foreign Service Officer at the Korean Foreign Ministry in 1996. Since then, he has served in multiple Korean missions abroad, including the United States, Iraq (Erbil Office), the Democratic Republic of Congo, and Brazil. He has also served as Ambassador to the Republic of Madagascar from 2018 to 2020. Mr. Lim holds a B.A. in Business Administration from Seoul National University, and a Master in Science in Foreign Service (MSFS) from Georgetown University. In addition to Korean, his native tongue, he speaks English and French, and is learning Hindi.

Dr Manohar Agnani
He has a Master of International Health degree from Copenhagen University (UCPH) and has worked and written extensively on public health, nutrition, and gender issues. He has also served as the Chairperson of the Interim Commission, under National Commission for Allied and Healthcare Professions (NCAHP) and was the Nodal Officer for India’s national COVID-19 vaccination programme for which he received the 2022 SKOCH Award — Platinum Category in Health. He was awarded for commendable achievements of Madhya Pradesh National Rural Health Mission (NRHM) by the Government of India in the capacity of Mission Director, NRHM, MP.
He has received Distinguished Alumni Award 2023 for exceptional achievements and significant contributions, from Sawai Man Singh (SMS) Medical College, Jaipur, India. His interest is to work towards public health and also to develop an understanding that the gateway to Universal Health Care is through comprehensive Primary Health Care. He has written four books and contributed to several publications. His other areas of interest include everything around cricket (including commentary), and old Hindi songs.

Mr Vijay Nehra
He has served as Collector and District Magistrate of Vadodara & Ahmedabad districts; and as Municipal Commissioner of Rajkot and Ahmedabad cities.
After serving as a faculty member at the National Defence College, he is now working as a Joint Secretary in the Ministry of Health & Family Welfare. He holds a Masters’ degree from IIT Bombay in Chemistry and a Masters’ degree in Public Affairs from the University of California, Berkeley, USA.

Dr Sanjay Wadhwa
Dr Sanjay Wadhwa has held several key leadership roles that reflect his stature in rehabilitation medicine, including President of the Indian Association of PMR (2019–2021) and Vice-President of the National Academy of Medical Sciences (2015–2021). He was also the Founder Professor and Head of PMR at Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, a Consultant to the World Health Organization Headquarters in Geneva, and Convenor of the ISO Technical Committee.
As a pioneer in PMR, Dr Wadhwa was instrumental in introducing botulinum toxin therapy into PMR practice and played a pivotal role in formulating national disability evaluation and certification guidelines. His tireless commitment reflects a lifelong dedication to innovation, empathy, and excellence in rehabilitation medicine.

Dr TV Shekhar

Prof PT Sivakumar
He serves as the Nodal Officer for VayoManasa Sanjeevani, NIMHANS' flagship outreach initiative promoting healthy ageing across the country. He is also the Honorary Secretary of the Indian Association for Geriatric Mental Health, Board Member of the International Psychogeriatric Association (IPA), and Editorial Board Member of the journal International Psychogeriatrics. In addition, he serves as a Technical Advisor to Dementia India Alliance.
Prof Thangaraju's areas of expertise include healthy ageing, geriatric depression, and Alzheimer’s dementia. He has authored over 100 peer-reviewed publications and is the Principal Investigator of the ongoing NIMHANS-VMS Gruha Project, which aims to enhance community access to geriatric mental health care.

Dr Rajendra Pratap Gupta
He currently chairs the UN Internet Governance Forum’s Dynamic Coalition on Digital Health, the Commonwealth AI Consortium for Capacity Building, and the Global Chapters’ Initiative at the International Society for Telemedicine & eHealth, Switzerland.
From 2016 to 2018, he served as Advisor to the Union Health Minister, Government of India, playing a key role in launching the world’s largest health insurance scheme and the National Digital Health Mission.
Dr Gupta has been invited by global organisations including the United Nations, World Health Organization, ITU, FAO, The World Bank, Asian Development Bank (ADB), and WEF, as well as by the governments of the USA, UK, Japan, Saudi Arabia, Bangladesh, and others, to share his expertise.
He also contributed to policy development across various ministries in India and was invited by the Prime Minister’s Office of Bangladesh to help draft its AI policy.
In 2012, he was nominated to the World Economic Forum’s Global Agenda Council on Digital Health, and in 2018, he received the Global Impact Award from HIMSS at Boston. Dr Gupta has authored five books and delivered over 300 talks globally. His book, Digital Health – Truly Transformational, is now used as a course text in several countries.

Mr Asheesh Gupta
Previously, Asheesh worked with McKinsey & Company as a management consultant for seven years, advising leading organizations across energy, infrastructure, technology, education, retail, and entertainment sectors. As President of Hero Mindmine, the education venture of the Hero Group, he transformed it from a start-up into an industry leader, building a team of over 200 professionals, forming global partnerships, and establishing 90 learning centers nationwide. He also contributed as a member of the Andhra Pradesh Chief Minister’s Task Force on IT-Enabled Services.
Asheesh holds a B.Tech in Electrical Engineering from IIT Kanpur and an MBA from IIM Calcutta.

Mr Yudhistir Govinda Dasa
He contributes regularly to public discourse and writes on topics related to spirituality and its relevance in contemporary society. Within ISKCON, he teaches and mentors others in communication strategy, spiritual leadership, and organizational development.
He holds a graduate degree in communications and journalism and is a Fellow of the U.S. State Department’s International Visitors Leadership Program. He is also an International Fellow at the International Dialogue Centre (KAICIID), the only intergovernmental organisation dedicated to interreligious dialogue, with member states of Austria, Portugal, Saudi Arabia, Spain, and the Vatican.
