About the Conference
Sankala Foundation is organising a national conference to strengthen the links between policy intent and on-ground ecological restoration through structured, multi-stakeholder dialogue to address the increasing ecological degradation of the Aravalli range. The conference, titled Eco-restoration of the Aravalli Landscape: Strengthening the Aravalli Green Wall, brings together policymakers, government agencies, researchers, practitioners, and civil society to collectively address restoration challenges and opportunities across the Aravalli range.
The discussions will focus on national and state-level progress under the Green Wall Project, integrating scientific and policy frameworks with community-led restoration practices, and building consensus on priority actions. The conference also aims to develop a shared roadmap for long-term ecological resilience by fostering collaborative approaches to scale eco-restoration, biodiversity conservation, water security, and sustainable livelihoods in the region.

Aravalli Landscape
The Aravalli range, one of the oldest mountain ecosystems in the world, stretch across Gujarat, Rajasthan, Haryana, and Delhi and form a vital ecological backbone for north-western India. Spanning 29 districts and supporting over 50 million people, the Aravallis act as a natural green wall—regulating climate, recharging groundwater, conserving biodiversity, and protecting the Indo-Gangetic Plains from desertification.

However, large-scale mining, deforestation, overgrazing, and rapid urbanization have severely degraded the landscape. Nearly 42% of the Aravalli buffer zone is classified as degraded, with declining forest cover, falling groundwater levels, and increasing desertification posing serious ecological and livelihood risks.

In response, the Government of India launched the Aravalli Green Wall Project (AGWP) in 2023 to restore 6.45 million hectares of buffer area through afforestation, reforestation, water body rejuvenation, and biodiversity enhancement. The project targets 2.7 million hectares of degraded land across the Aravalli range.

Share national progress and policy directions related to the Aravalli Green Wall Project.
Showcase scalable and replicable eco-restoration plans and monitoring systems, including Sankala’s work as a template for knowledge transfer, broader goals, and scalability.
Foster cross-sectoral, state-level, and national collaborations in science and technology, as well as community engagement.
Develop partnerships, define research priorities, and outline a roadmap for landscape restoration.

Mr Rao Narbir Singh
Guest of Honour
He was born on 2 April 1961 in village Baharpur, district Gurugram (Haryana). Rao Narbir Singh is the grandson of Shri Mohar Singh Yadav, who was an MLC in the Punjab State in 1942, prior to the partition of India and Pakistan. His father, Shri Mahavir Singh Yadav, was also a former Cabinet Minister in the Government of Haryana.
Rao Narbir Singh served as Home Minister in the Haryana Government in 1987, and later, in 1996, he held the portfolios of Transport, Food and Supplies, and Cooperation Minister. In 2014, he served as Minister for Public Works (PWD), Forest and Wildlife in the Government of Haryana.
At present, he contested the election from the Badshahpur Assembly Constituency and secured victory by obtaining 60,705 votes.
Mr Bharat Lal
Valedictory Address
Mr Lal joined the civil service in 1988 and has worked both in Gujarat and Government of India, handling varied subjects. From 2017 to 2019, he served as Additional Secretary to the President of India at Rashtrapati Bhavan. He is the Founder Mission Director of Jal Jeevan Mission (2019–2021), aimed at ensuring clean tap water to every rural household in the country. In 2022, he was appointed as Secretary to the Lokpal of India and later in 2022-23 worked as Director General of the National Centre for Good Governance (NCGG).
During his tenure in the state of Gujarat, Mr Lal played a key role in promoting investment and its diplomatic outreach. He has worked for a long time in the water, sanitation and hygiene (WASH) sector. In 2002, he was instrumental in establishing the Water and Sanitation Management Organisation (WASMO) in Gujarat. This transformative work was awarded the United Nations Public Service Award, the CAPAM Award, and the Prime Minister’s Civil Services Award for Excellence in Public Administration. He has also conceptualised critical initiatives like Chiranjeevi Yojana for maternal healthcare, Eklavya Model Residential Schools for tribal children and Van Bandhu Kalyan Yojana to improve the lives of tribal communities. His work to set up Pani Samiti in every village with more than 50% women members to handle WASH services has led to women taking centrestage leading to responsible and responsive leadership at the village level.
H.E. Mr Rasmus Abildgaard Kristensen
Inaugural Address
Ambassador Kristensen, assumed office in February 2025 and also serves as Denmark’s non-resident Ambassador to Nepal, Sri Lanka, Bhutan, and the Maldives. A distinguished career diplomat, he has previously served as Denmark’s Ambassador to Indonesia, Timor-Leste, Papua New Guinea, and ASEAN, and held significant postings in China. His extensive experience in international climate and energy policy includes leading Green Diplomacy and Climate at the Danish Foreign Ministry, and heading the International Department at the Danish Ministry of Climate, Energy and Utilities.
Beyond diplomacy, he has contributed to the private sector as Vice President and Head of Group Public Affairs at Danfoss, a global cleantech leader. He holds multiple academic degrees, including an MSc (with distinction) in Climate Change and Development from SOAS, University of London, and is a Knight of the Order of the Dannebrog.
Ms Archana Varma
Distinguished Speaker - Session III
Across her three tenures with the Central Government, she has held several pivotal roles. In the Ministry of Health and Family Welfare, she played a key part in formulating the implementation guidelines for the National Rural Health Mission (NRHM) as Director (NRHM) in 2005. From 2013 to 2017, she served in the Department of Personnel and Training (DoPT), initially managing matters related to the Central Bureau of Investigation (CBI) and later as Joint Secretary overseeing the Reservation Policy, Central Administrative Tribunal (CAT), the Right to Information Act (RTI), the 7th Pay Commission, and Central Secretariat Services and employee welfare.
Between 2017 and 2020, she served as Additional Secretary in the Central Vigilance Commission, handling key policy matters and vigilance issues for the Government of the National Capital Territory of Delhi. In September 2022, she took charge as Mission Director of the National Water Mission, Ministry of Jal Shakti, where she is leading efforts to take the mission beyond JSA–CTR and advance national initiatives in water governance.
Ms Varma brings extensive administrative experience spanning rural and urban governance, women's empowerment, education, human resource management, vigilance policy, health policy, and national water policy.

He has extensive experience in forest management, wildlife conservation, and environmental policy. He has played a key role in protecting endangered species, promoting sustainable forest practices, and combating illegal logging and wildlife trade. Some of his notable achievements include: Leading the conservation efforts for tigers in Uttar Pradesh, which resulted in a significant increase in their population; Implementing innovative afforestation programs to restore degraded forests; Promoting community participation in forest management and wildlife conservation; Playing a crucial role in the development of India's National Forest Policy 2018 etc. Mr. Goyal retired from government service in December 2023 after a successful career spanning over three decades. He continues to be a respected voice in the field of environmental conservation and is actively involved in various initiatives to protect India's natural heritage. His commitment to sustainable development and environmental protection has served as an inspiration to many.

Currently he is Director, Wildlife Institute of India.

After receiving his M.Sc. from Lucknow University in 1976, Dr C N Pandey began his academic career and then devoted himself fully to environmental sciences. He continued his higher studies, earning a Postgraduate Diploma from Indira Gandhi National Open University and a Ph.D. from North Gujarat University, to enhance his knowledge and expertise in the area.
Dr C N Pandey served as the Principal Chief Conservator of Forests (PCCF) and Chief of the State Forest Department in Gujarat, and made an indelible mark on the state’s efforts to preserve and protect its rich biodiversity. His dedication and commitment towards environmental stewardship and his efforts in tackling poaching and smuggling activities in India’s forests has earned him well-deserved acclaim and distinction.
His expertise and contributions in the field of environment have been recognised at the national level with his appointment as the Chairman of the Expert Appraisal Committee for Industry-I Sector projects by the Union Ministry of Forests and Environment for considering environmental clearance to critical industries such as cement, metallurgical, leather etc. Dr Pandey’s invaluable insights are very helpful in promoting sustainable development while safeguarding the environment. Dr C N Pandey brings with him expertise in policy formulation and the use of policy instruments for the sustainable management of natural resources and the development of local communities in harmony with nature.

An alumnus of agricultural and forestry sciences, Mr. Yadav holds Ph.D. in Environmental Science. He has authored forest working plans, contributed to national and international research on forestry and climate change, and has extensive exposure through trainings, conferences, and policy engagements in India and abroad.
